When you are indifferent to something you do not show any interest in it; you neglect it. When you are indifferent to some one you do not care what happens to them. You do not show interest in them. You are unconcerned about them. A student who is indifferent to studies is not interested in studies. An indifferent teacher is a mediocre teacher. They have no extraordinary abilities. So is an indifferent actor an actor of mediocre talent.
