A belief, an idea, etc., are promulgated if attempts are made to spread them among the people. Reformers promulgate new ideas, beliefs, etc., if they try to make a number of people know them or understand them. To promulgate is also to bring a new law or an act into force by announcing it publicly. A constitution is promulgated if the constitution is brought into force by a public and offiicial announcement.
